Prime Minister of Kazakhstan Alikhan Smailov gave a number of instructions following the government meeting, Orientation reports through Kazinform.

The head of the Cabinet of Ministers stressed that the first heads of state bodies should focus on solving the following issues.

“On the side of the economic direction, the president gave a number of instructions to reform budget planning. In order to optimize and increase the efficiency of planning, it is necessary to accelerate work on digitization budgetary processes,” he noted. Finance must take specific steps by March 1 this year to thoroughly digitize budget planning processes.

The Prime Minister added that the President instructed to abandon the implementation of inefficient and unprofitable projects, as well as to complete the development of a methodology for evaluating the effectiveness and socio-economic impact. budgetary funds, on which the ministries of finance and national economy work.

“In this regard, the Ministry of Finance, together with the Strategic Planning Agency and the Accounts Committee, must submit a draft methodology to the government by April 1 this year,” Smailov said.

In addition, according to him, the Head of State has been instructed to reformat the work of the National Chamber of Entrepreneurs (NCE) of Atameken with a priority on the protection and support of small businesses.

“Relevant work has already been initiated. It is important to ensure full and effective interaction between Atameken NCE and companies in the format set by the Head of State,” Smailov explained.

The Prime Minister also highlighted the issue of analyzing the tariffs and commissions charged by various operators and monopolistic intermediaries, as well as drawing up decisions on their revision or cancellation.

“In this regard, the Ministry of National Economy, in collaboration with the Agency for the Protection and Development of Competition and Atameken NCE, shall submit the results of the analysis and specific proposals to solve this problem to the government. within a month. The Head of State again insisted on the need to increase budgetary revenues,” he added. “To date, proposals have already been drawn up to revise the tax rates on the extraction of minerals in the mining sector, excise duties for producers of petrochemical products, benefits on dividends for users of the subsoil and the transfer pricing procedure.

“Ministries of National Economy and Finance should initiate awareness-raising work among the public and businesses on these proposals and ensure their accelerated legislative consolidation,” Smailov concluded.
